DÉPÔT DU MÉMO DE PLAIDOYER POUR LE RESPECT DE LA LOI SUR LA PARITÉ A LA CHEFFERIE DE NGWESHE ET AU TERRITOIRE DE WALUNGU

Dans le souci d’accompagner  les femmes dans le processus d’accès aux postes de prises de décision dans la gestion de la chose  publique, le mouvement Rien Sans les Femmes a organisé des descentes sur terrain pour déposer leur mémo  auprès des autorités compétentes afin de les inviter à respecter la loi sur la parité. Le centre Olame faisant partie de ce mouvement a effectué une descente à Walungu avec d’autres membres de la délégation de ce mouvement en date du 22 Novembre 2016 pour déposer leur mémo de plaidoyer pour le respect de la loi sur la parité au Mwami de la chefferie de Ngweshe et à l’administrateur du territoire de Walungu.

A la chefferie, elle a été accueillie  par le représentant du Mwami qui était empêché et  au territoire par l’administrateur qui les ont souhaités la bienvenue et accordés la parole. Dans son mot d’ouverture, la Directrice du Centre Olame mademoiselle Angélique KASI KALULU a donné une petite historique du mouvement Rien Sans les Femmes et s’est dit motivée à lutter pour l’autopromotion de la femme en RDC ; tel étant l’objectif du Centre OLAME. Elle a ajouté en disant qu’à travers le mouvement  Rien Sans les Femmes, la délégation a voulu se rendre compte du respect de l’application de la loi sur la parité au niveau de la chefferie de Ngweshe et du territoire de Walungu.

Dans les deux entités, ce mot  de la Directrice du Centre Olame a été accompagné par le dépôt du mémo au représentant du Mwami et à l’administrateur par madame Georgine. Pendant les discussions, le représentant du Mwami  a montré à la délégation qu’il  y a plusieurs aspects qui font que la loi sur la parité ait des difficultés pour son application dans la chefferie entre autre  : la coutume, l’analphabétisme, la manipulation des femmes par les hommes et l’ignorance de femmes de leurs droits. Cependant, il  a montré à la délégation combien de fois la parité est appliquée dans la chefferie de Ngweshe depuis longtemps étant donné que la Mwamikazi Astride M’Nyaluganda avait géré la chefferie pendant plus de 30 ans en se faisant aider par d’autres femmes sages dignes du village. Cependant,  la chefferie  a sollicité l’appui technique du Centre Olame dans la rédaction d’un plan stratégique de nomination des femmes qui favoriserait la femme à accéder au poste de prise de décision ; cet appui technique étant évoqué par le mémo lui-même. L’administrateur adjoint chargé des finances a aussi révélé à la délégation que la nomination des agents n’est plus dans leurs compétences plutôt à la fonction publique et qu’eux ne peuvent que notifier les agents déjà engagés. Mais, dans le processus de la promotion de la femme au niveau du territoire, sur 34 services disponibles, 6 services sont chapeautés par des femmes.

Après toutes les discussions, la chefferie et le territoire ont promis leur soutien aux femmes qui viendront vers eux pour solliciter leur accompagnement. Toutefois des opportunités existent au niveau de la chefferie étant donné que les agents sont nommés par la chefferie elle-même et leurs mandats ne sont pas à vie, ont-ils ajouté.

Après cette séance d’échange avec le représentant du Mwami au niveau de la chefferie et l’administrateur au niveau du territoire, la délégation a remis deux pagnes « Rien sans les femmes » : un pour sa majesté le Mwami et un autre à l’administrateur titulaire du territoire.

La Directrice du Centre Olame a remercié les participants pour l’intérêt accordé  à cet entretien et a promis de repasser régulièrement pour le suivi  du processus de prise en compte du contenu du mémo.
